GTL Text Editor.exe Version 2.3 update only (replace old GTL Text Editor.exe file)

GTLTextEditor.chm GTL Text Editor help file (Place in c:\windows\help\directory) not included in the installation files
(Still Version 2.1 but should be some help.)
